Amy L. Sparks, J.D. (Principal)

Amy Sparks is a principal in our San Joaquin Valley office who has expertise in both ecology and law. With more than 20 years of experience directing and managing permit processes of large construction and transportation projects, her background covers terrestrial, freshwater, and coastal resources. 

Amy’s expertise covers:

• Preparation of the biological sections of environmental impact reports (EIRs) and environmental impact statements,
• Identification of potential wildlife and regulatory constraints for a project, managing and developing biological assessments for federal and state Endangered Species Act (ESA) consultations, and developing effective mitigation measures
• Consistency determinations and Section 2801 permits to meet California Endangered Species Act (CESA) requirements
• Clean Water Act Section 404 permit applications for the U.S. Army Corps of Engineers and lake and streambed alteration agreements (LSAAs) for the California Department of Fish and Wildlife

Examples of California projects Amy has worked on include:

• Managing compliance with preconstruction and construction requirements under the approved EIR, the ESA, and CESA for the 250-megawatt California Valley Solar Ranch
• Ensuring permitting and construction compliance for the City of Lancaster Avenue I and Avenue M LSAA
• Conducting pre maintenance surveys and management of the Scout Island Outdoor Education Center Routine Maintenance LSAA

Amy has a J.D. from the University of San Francisco School of Law and a B.S. in forestry from the University of California, Berkeley.
