    ON FEBRUARY 28, 2022, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 1866, AS AMENDED.

    AMENDMENT #1 rewrites the bill. Under present law, in a proceeding requiring the court to make a custody determination regarding a minor child, the determination must be made on the basis of the best interest of the child, taking into consideration several factors. This amendment adds as a factor to be considered by the court, whether a parent has failed to pay court-ordered child support for a period of three years or more.
